Measles epidemic signals growing humanitarian needs

A measles epidemic is sweeping through districts of northern Syria, with up to 7,000 known cases, an indication that humanitarian needs are increasing and the country’s healthcare system is in a state of collapse after more than two years of civil war. Teams from the international medical organisation Médecins Sans Frontières/Doctors Without Borders (MSF) have vaccinated more than 75,000 children in the provinces of Aleppo, Ar-Raqqah and Idlib in an effort to stem the epidemic amongst a population previously unused to outbreaks of this kind.

With the onset of violence in 2011, Syria’s routine vaccination programme was disrupted throughout much of the country, leaving thousands of children unprotected. In addition, hundreds of thousands of people have fled their homes for camps for displaced people or overcrowded accommodation where sanitary conditions are poor. While mortality rates in the current outbreak remain relatively low, measles increases children’s vulnerability to other infections, and when basic medical care is unavailable, complications arising from measles can be life-threatening.

“Carrying out a vaccination campaign in a polarised conflict such as this one is proving extremely difficult,” says Teresa Sancristóval, MSF’s emergency desk manager, “but vaccination campaigns and basic healthcare are as much needed as war surgery.” Apart from the direct victims of the violence in Syria, mortality rates are rising, especially among the most vulnerable, due to the lack of preventive measures such as vaccinations, and the lack of access to basic healthcare. MSF has prioritised reaching these vulnerable groups. “Children, pregnant women and the elderly, as well as people suffering from chronic diseases like asthma and hypertension, have been a priority in our response to the humanitarian crisis in Syria,” says Sancristóval.

The measles epidemic is a sign of the worsening humanitarian situation in northern Syria and the desperate situation in which much of the population is living. While MSF teams have vaccinated more than 15,000 children in the city of Aleppo and more than 22,000 in the rest of Aleppo province, it was a struggle to complete the vaccination campaign, due to widespread violence and the fear that dominates people’s lives. Queues for vaccinations had to be avoided for fear they might attract airstrikes or rocket attacks.

In Ar-Raqqah province, MSF has vaccinated 35,000 children so far in just one of the three districts. The partial coverage is due to security constraints, and leaves thousands of children vulnerable to the disease.

In Idlib province, 164 cases of measles were reported in May, and this figure increased in June. This outbreak comes despite MSF’s mass vaccination campaign in February, when teams immunised 1,900 children under the age of five in an area close to the border where more than 40,000 internally displaced people were living. MSF is planning to perform a second mass vaccination in the camps and surrounding villages for all children under the age of 15. The target group could be anything from 10,000 to 30,000 children, as it is almost impossible to get accurate figures for the shifting population. The new surge in measles in the Idlib area is probably due to the continuous arrival of displaced people fleeing the fighting. A similar situation is unfolding in different parts of northern Syria. “Wars tend to bring about a drastic reduction in basic medical services precisely when they are most needed,” says Sancristóval.

MSF runs five hospitals in northern Syria in areas controlled by armed opposition groups. The international medical humanitarian organisation negotiates access with all parties, but has yet to receive official authorisation to work in Syria.

Since the conflict started, MSF teams in Syria have carried out 46,000 consultations, 2,481 surgical procedures and have attended 854 deliveries.

Peace, Mercy and Blessings of God be upon you all

We inform you that, thank God Almighty, we have been coordinating with many activists inside the occupied Syria and have come to an agreement to start the promotion of Zero Hour across the Syrian channels. Here, one may wonder:

What does “Zero Hour” mean?

Zero Hour is the hour that will be determined later with your help. In this hour, people will come out in mass demonstration in every Syrian city, village, rural area, countryside. No one will remain in their house during this hour. It will include all children, youth, old men and women. No one will remain other than the sick that is not able to stand.

In this hour, we will call everyone to demonstrate in all the main squares. We will come out in the millions to all of the criminal Assad’s palaces. We will come out in the millions to the Umayyad Square in Damascus. The floor will shaker under Assad and his supporters’ feet. It will be a golden opportunity that needs to be taken to our advantage.

We invite all members of the Assad Army to defect in masses from this regime that uses torturing techniques, done by the hands of Assad and his regime. We invite all security guards of weapon storages to open the doors to the Revolutionary rebels. We invite all honorable pilots to defend against the regime of injustice and oppression and aggression. We invite them to hit the regime’s power supply.

We invite all artillery soldiers to direct the barrel of their gun toward Assad’s battalions so they can taste what our people have tasted in all parts of Syria. We invite all that lead the tanks to defect and ride, with their tanks, to the Presidential Palace and destroy it to rubble and debris, just as his gang did to Baba Amr, and all affected areas of Syria.

As for our heroes in the Free Syrian Army, we say to them:

Make of this hour as an end to the unjust rule that has been perched upon our hearts for forty years. The unjust rule that has tired us and has made us taste the agony and suffering every hour.

Attack them with your rifles from underground and come down upon them from the sky with stones. Instill fear upon their hearts and strike them above their necks and hit them from each building.

Anyone who stands with the regime is your target during this hour, including all airports, police stations, military barracks, the Ministry of Defense, the Central Bank, military colleges and

Strike State Security Centers and Military Intelligence Agencies. Blow up any bridges that allow any cowardly armored vehicles to pass. Mine the roads that their cars ride upon and make it into rubble.


Make the Zero Hour an hour that causes remorse in Assad and his regime. Make them wish for death.

In the Zero Hour, Sunnis, Alawis, Christians, Druze, Shiite, Yazidis, Ismailis, and Kurds will stand united against the tyrant Bashar al-Assad.

In the Zero Hour, Syria will return to its previous state of safety and security for all.

Zero Hour continues to impose the duty of a strong worldwide campaign on us. A campaign that reaches the Syrian people entirely and drags people to participation in this historical event. We call upon all our revolutionary brothers and sisters to join us.

We urge you to record videos in which you confirm your support and participation in this project to us and encourage others to take part as well. We request that you speak with a strong tireless tone. We want you to allow the deaf to hear us! We want you to move stones and boulders with your voices! We will compile your videos into programs that will give more details about Zero Hour and encourage others to take part.

Ideas and proposals for videos:

  • Portray activists and revolutionaries explaining the situation in Syria and telling people of the criminal acts of the regime and calling the people of Damascus and Aleppo to come out on Zero Hour
  • Photograph the families of victims, including women, children, and elders, while they are calling for honest and brave Syrians to come out during Zero Hour
  • Photograph army battalions of defected soldiers from the Free Syrian Army where they encourage Syrian army officers to split collectively for Zero Hour to support and protect the oppressed people of Syria

The success of Zero Hour depends on our unity. The implementation of this very important task is a requirement for every free Syrian in order for this to work.

#Syria’s deputy oil minister ‘defects, joins rebels’

Syria’s deputy oil minister Abdo Hussameddin has announced from Lebanon his resignation in a video posted by activists on YouTube and said he was joining the revolt.

Hussameddin is the highest ranking Syrian official to resign from the regime of Syrian President Bashar el-Assad who has been battling a one-year revolt.
   
“I, the engineer Abdo Hussameddin, the deputy oil minister … announce my defection from the regime and my resignation,” he said in the video.
   
“I am joining the revolution of the people who reject injustice and the brutal campaign of the regime, which is seeking to crush the people’s demand for freedom and dignity,” he added.
   
Rami, the activist who shot the video of Hussameddin and posted it on YouTube, told AFP in Beirut that the opposition helped arrange his resignation. He asked that the location where the video was shot not be disclosed for safety reasons.
   
Hussameddin denounced Russia and China for backing the regime saying they were not “friends of the Syrian people but partners in the killing of the Syrian people”.
   
He said he had served in the Syrian government for 33 years and did not wish to end his life “serving a criminal regime”.
   
“That is why I have joined the right path knowing that this regime will burn down my house, hunt down my family and fabricate lies,” he said.
   
He advised his colleagues to abandon “this sinking ship”.
   
According to the United Nations, more than 7,500 people have died in the brutal government crackdown to put down the revolt that eruped last March.

Avaaz: #Syria activist network frees Paul Conroy, three remain

Today, a network of Syrian activists coordinated by the global campaign organisation Avaaz helped the international journalist Paul Conroy escape into Lebanon. He had been injured and trapped in Baba Amr, Homs for six days under continuous Syrian government shelling. The three other journalists Javier Espinosa, Edith Bouvier and William Daniels remain unaccounted for.

Avaaz responded to requests from the journalists, their families and colleagues to attempt to evacuate them and worked with over 35 heroic Syrian activists each night who volunteered to help in the rescue.  

The activists have offered to support in the evacuation every night since Remi Ochlik and Marie Colvin were killed by Syrian government shellfire last Wednesday, during which time they rescued 40 seriously wounded people from the same place and brought in medical supplies. Tragically this operation led to a number of fatalities as the Syrian Army targeted those escaping, during their bombardment of the city on Sunday evening. 13 activists were killed in the operation. Three activists were killed by Syrian targeted shelling as they tried to assist the journalists through Baba Amr.  

While Paul Conroy successfully escaped the city, ten activists died bringing relief supplies into Baba Amr. On the day of their evacuation, over 7,000 people had been forced to flee their neighbourhoods in south Homs in fear of massacres. This operation was carried by Syrians with the help of Avaaz. No other agency was involved.  

Ricken Patel. Executive Director of Avaaz said: “Paul Conroy’s rescue today is a huge relief but this must be tempered with the news that three remain unaccounted for and with our respects for the incredibly courageous activists who died during the evacuation attempts.  The rescue is ongoing and we are deeply disappointed that sections of the media broke this story before all the journalists are safe.  The world must now listen carefully to the human horror stories that Paul will tell and act to end this bloodbath and deliver the urgent relief and protection to the people of Syria.”

The latest reports from Avaaz citizen journalists still able to operate in country indicate that the Syrian government has moved in on the ground to neighbourhoods all over Homs, in the most savage and sustained assault since continuous shelling of the city began 23 days ago. Tens of thousands of people are now at risk, and families last night were taken hostage by pro-government militias. 62 people including women and children were confirmed dead just from yesterday’s violence.
